It was also announced that the series would be directed by Simon Cellan Jones.

Filming began in Manchester[4] on 12 October 2018[9] and finished on 17 March 2019.[10] Locations also included Trafford Park, for the refugee camp, and Altcar Training Camp (Liverpool), for the location called «Erstwhile».
