Los CDR se crearon en septiembre de 2017 como grupos voluntarios fundados por un colectivo diverso de asociaciones populares. Su objetivo inicial era colaborar con la realización del referéndum independentista catalán (1-O) que había sido suspendido por el Tribunal Constitucional español. Tras el referéndum, los Comités promovieron manifestaciones contra la policía española y organizaron varias acciones durante la huelga general de octubre de 2017[2][3].

El 17 de junio de 2021, la Guardia Civil española concluyó una investigación que definió a los CDR como una «organización criminal con fines terroristas [y] capacidad de asalto, ocupación y toma de edificios e infraestructuras institucionales catalanas»[4].

El 23 de septiembre de 2019, la Guardia Civil detuvo a 9 miembros de los CDR en Barcelona. Los miembros llevaban más de un año de seguimiento en el marco de la Operación Judas, y fueron detenidos por cargos de terrorismo y posesión de explosivos. La acusación afirmaba que el grupo planeaba atentados como consecuencia del Juicio a los líderes independentistas de Cataluña, y 7 fueron finalmente acusados de pertenencia a grupo terrorista, fabricación y tenencia de arma de fuego y conspiración para causar daños penales[5][6][7].
